Responsible for the timely and accurate submission of estimates and supporting proposals for direct manufacturing labor with assistance. These proposals provide the framework by which Bell will negotiate contracts that will meet our financial goals. This requires interface with Pricing, Contracts, IPT's, Build Teams, other funtional estimating groups, teaming partners such as Boeing or Lockheed and a host of government agencies such as DCAA, DCMA, NAVAIR, AVSCOM, and many others.
Support fact-finding and negotiations for these proposals with assistance.
Insure that budgets are provided to Earned Value Management System (EVMS) and functional management after negotiated settlement with assistance.
Responsible for compliance with the Truth in Negotiations Act (TINA), Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)
Responsible for the development and maintenance of historic cost data used in estimate formulation (Data Bank).
Responsible for the development of ad hoc estimates and analysis to support business case decisions for make/buy decisions, process improvements, capital equipment decisions and any other analysis requested by the build teams or IPT's with assistance .
Support any estimating system or post-award audits
- Bachelor’s degree in Industrial Engineering (IE)
2 years of experience as an area Industrial Engineer or as a cost estimator in an aircraft manufacturing environment.
Clear understanding of aircraft manufacturing techniques and processes.
Ability to collect, organize and analyze direct labor cost including an understanding of learning curves, IE standards, realization and regression analysis.
Strong written and verbal communications skills to interact effectively with internal resources, all levels of management and external customers including DoD audit agencies.
The capability to negotiate these proposals with some guidance.
The capacity to work independently and to solve complex problems with a minimum of supervision.
